Owner-only. v3/v4 ports come from the saved contract, never a newer live model catalog. Earlier unsupported or invalid contracts explicitly degrade without changing the existing spec readback. Model accounting usage is not an extra workflow output. Saved-version failures use viewer_quota_exceeded, viewer_context_too_large and viewer_context_unavailable.
